I think I agree with Bhaswati di 50%. In my opinion what we can write the 4th paragraph this way.
It is with great sadness that we have observed that the letter which has been attached in the mass email of Sangam has been tampered. A letter send to us by Partichi state that

I hope Sangam realize their mistake and appolozise to Pratichi for misrepresenting their letter to the community.
I am hereby attaching the original letter send to us by Pratichi and the tampered letter send out by Sangam.
We have already send our response to all the other clubs, as it is unethical to publish any letter send to any club or organization without their due consent henceforth we are not attaching the response at this time but our reponse are in line with having a open communication in the MSDP commitee in regard to having a single Durga puja in this city.

I agree with you all. We should broadcast the letter today.
However,
I think we should omit the forth stanza. Otherwise public reaction will not be in favor of us. We have a very important meeting scheduled on 12th and a big program coming up on 23rd Oct. We should be very careful now. Let’s hold our anger and frustrations now for the sake of our group’s goodwill. Let’s not express our emotion publicly when public is not completely aware of what is happening behind the scene. So they will misunderstand us.
Sangam is playing the political game in a very cunning way. Notice their last night’s email. They are trying to hold public sympathy very tactfully. So we should not be carried away by our emotions now.
Later on (probably after the meeting on 12th, after getting signature from MSDP…) we may broadcast what is happening for last few years, how we are wounded, how we feel etc. including Sushantada’s email. If we start fighting now we will lose the game.

My Opinion
I think we should not attach our response put it in the body of email. Also highlight the letter tampering at the end of email and attach the original Pratichi response to us. Also attach our response to all the clubs and mention that in the email.

It's a great job Debsankar. Not only you wrote the letter, but also you have found that Sangam has tampered Pratichi's response. Sangam changed one of the line from Pratichi's response.

I think we should highlight this part, since people don't generally read the last part of this kind of letter very carefully.
Also, I think we should mention our response to the responses from 3 clubs (i.e. the responses sent last night). It can be written in such a way that general public would assume that Sangam deliberately omitted our response in their public letter.
