Datomic Pro Starter: limit per user or per app?

Simple question, sorry if this is jotted down somewhere and I didn't read it :/

Regarding Datomic Pro Starter, is the limitation of 1 transactor+two peers per registered user, or per app? I would love to use datomic in my projects, but when free is recommended for dev and not prod, and I can only use datomic pro starter for one project, it kinda looses it's appeal :(
