Please create wiki pages for enhancements

Please create wiki pages for enhancement proposals, rather than tickets.

Reserve tickets for bug fixes and already-approved enhancements.

Make sure your page includes a problem statement, constraints, any breakage or other impacts, alternatives, and benefits *and tradeoffs* for everything. Let people here know about it, and please put any useful feedback arguments on the page itself, rather than here. That way, when it is considered, people don't have to traipse through mailing list history.

If there is a wiki page for an enhancement proposal, but no ticket, by what means would you suggest the proposer get the approval to create a ticket?
