Fix JIRA watch behavior

Currently watching a ticket does not seem to send emails when the ticket gets updated. Can we fix this?

I have received update emails for many CLJ-* tickets, both in the past week and before. I've never tried watching a ticket outside the CLJ project yet to see whether that worked for me.

So perhaps this is an issue with the CLJS project. Another minor annoyance is that the tickets open / closed graph is very broken.

I've set the notification to the default notification scheme (the same as Clojure's). Let me know if this causes a problem.

The 30 day summary summarizes 2012-2020.

While I'm certain that ClojureScript will probably still be around in 2020, lets not get ahead of ourselves just yet ;)

I've noticed some CLJS tickets have a "Created" date in 2020. Don't know how/why that happened, or how to fix it.

This is my fault. I wrote a script that imported tickets from github,
and it screwed up the dates. I also don't know how to fix it. Sorry.

This was the same script that reversed the order of comments on these tickets.
