Feedback on proposal to move Clojars to a group verification model

Howdy folks!

In order to prevent Clojars from being used as a vector for shadowing releases in other (possibly internal) repositories, we are going to have to move to a model where we verify groups. I've put up a proposal that I would love feedback on:
