Could you please share the link to download the application or tool that helps in identifying the correct expression format supported by the CLIPS C++ library?

CLIPS is not a library but an open source software tool. On Linux systems you
can easily download the source code (written in C, not C++) from
https://clipsrules.net/

But if you want some C++ tool which is GPL licensed you could contribute code to
the RefPerSys inference engine project, see http://refpersys.org/ and the C++
code base in my signature. It is work in progress. I'm currently (april, 18th,
2025) defining and implementing a syntax. Your constructive suggestions are
welcome (by email)
