that was unattended, but its engine was running, Smith said.
Investigators for the California Highway Patrol Auto Theft Task Force
saw the men moving tools from the stolen pickup to another pickup and
arrested them, a police report said.
Augustine Garza, 22, of Stockton was arrested on suspicion of robbery,
car theft, possession of a stolen vehicle and being a member of a
street gang. Carlos Lopez, 19, of Stockton was arrested on suspicion of
car theft, possession of a stolen vehicle and being a member of a
street gang.
Smith said the theft of a running, unattended vehicle is something
police are warning the public to avoid. In 2006, 383 cars were stolen
in Stockton while running with the keys left inside.

Two shootings under investigation
STOCKTON - Police were investigating two shootings Thursday night that
appeared unrelated.
Stockton police received a report at 7:30 p.m. that a man was shot in
the ankle at Main and Filbert streets. He was taken to St. Joseph's
Medical Center for treatment, Stockton police Lt. Jim Osborne said.
About a half-hour later, police received a call from Dameron Hospital
that a man in his late 20s had come in with a gunshot wound to the
stomach. Police had little information about that shooting Thursday
evening but said they believe it took place in the area of Fox Creek
Drive in north Stockton.
The severity of that man's injuries was not immediately known, Osborne
said.

Man fleeing police ejected from SUV
MANTECA - A man was partially ejected from his vehicle after attempting
to flee police early Thursday morning and crashing into a railroad
embankment.
Manteca police Officer Jodi Estarziau saw a dark sports utility vehicle
speeding eastbound on Yosemite Avenue at 1:25 a.m. Thursday. The
vehicle sped off when the officer turned on her patrol car's emergency
lights.
Moments later, the sport utility vehicle ran a stop sign at Moffat
Boulevard before the driver lost control, struck a metal support beam
to a billboard and then crashed into the side of the berm that supports
Union Pacific rail lines, police said.
The driver, Christopher Shaw, 28, of Manteca, was partially ejected
through the vehicle windshield. Firefighters and emergency medical
personnel needed about 30 minutes to pull Shaw from the vehicle. He was
taken to Doctors Hospital in Manteca for treatment of moderate
injuries.
At the crash scene, officers learned that Shaw, a parolee, was a
suspect in an attempted armed robbery in a downtown Manteca alley. Shaw
is expected to be charged with attempted robbery, evading arrest and
parole violations, police said.

Post offices in Stockton and Lodi were holding one-stop shops for all
services to update passports, including having photos taken.
Demand for passports increased with new travel rules that went into
effect Tuesday that require Americans to have passports on the return
flight from Mexico, Canada or the Caribbean.
The only valid substitutes for a passport will be a NEXUS Air card; a
U.S. Coast Guard merchant mariner ID; and a green card. Active members
of the military are exempt.

In Stockton, about 60 people held signs beside Pacific Avenue across
from Sherwood Mall. Many motorists honked and waved; some passers-by
made obscene gestures or ridiculed the crowd.
"This is a dire time," Peace and Justice Network of San Joaquin County
founder John Morearty said. "Our government is run by a cabal of
crazies with hearts of stone."
In Lodi, another 60 people rallied in front of City Hall. Reid Cerney,
a retired social worker who has stood in front of that building every
Sunday since 2003 to protest the war, said even a small rally could
effect change, especially "if everybody went out in every little town
and hamlet."
Scores of people did. Tens of thousands of people marched in
Washington, D.C., and rallies were staged in cities such as Los
Angeles, San Francisco and Sacramento.
Many San Francisco protesters, eager to see Democrats take a strong
stand against the war, felt it was important to proclaim their anti-
war message in the home district of House Speaker Nancy Pelosi, who
led a delegation to Iraq on Friday.
In Washington, actress Jane Fonda appeared in what she said was her
first anti-war protest in 34 years. Fonda, who was dubbed "Hanoi Jane"
by some for her anti-war activism during the Vietnam War, said she had
held back from activism during the current war because she did not
want to distract from the anti-war movement.
However, she said she needed to speak now.
In Sacramento, more than 200 protesters lined a busy street across
from the Arden Fair Mall on Saturday waving signs and banners
criticizing Bush's decision to send more troops.
>From across two lanes of traffic, a young man called out to the
protesters as he leaned out the passenger window of a passing black
sport utility vehicle. "You don't know. You haven't been there," he
shouted. "I've been there."
Tammy Moulton of Davis flashed back a peace sign. "I'm glad you're
alive," she called.
In downtown Los Angeles, several thousand demonstrators turned out
with peace signs and hoisted banners.
The protests follow President Bush's decision this month to push
21,500 more troops into Iraq. Seventy percent of Americans oppose the
measure, according to an Associated Press-Ipsos poll.
Bush has remained steadfast. He reaffirmed his commitment to send
troops in a telephone conversation with Iraqi Prime Minister Nouri al-
Maliki on Saturday.
"He understands that Americans want to see a conclusion to the war in
Iraq, and the new strategy is designed to do just that," said Gordon
Johndroe, a spokesman for the National Security Council.
The protesters in Stockton and Lodi had no faith in Bush's handling of
the war or ability to end it.
Garrett Daniells, a freshman at Lincoln High School whose mother
dropped him off at the Stockton protest, wore a T-shirt that referred
to Bush as a village idiot. Daniells said to protest is to put a face
on the peace movement and, perhaps, to convince his classmates that
the U.S.-led war in Iraq is misguided.

STOCKTON - Emergency dispatchers from American Medical Response and
the California Highway Patrol committed errors that sent an ambulance
responding to a heart attack to the wrong street in October, according
to results of an investigation released Monday.
Two AMR employees - the dispatcher who took the Oct. 21 911 call and a
supervisor - were fired in November for the incident, which delayed
medical response to a Stockton home for more than 23 minutes,
according to the report from the San Joaquin County Emergency Medical
Services Agency.
However, the report offers no conclusion as to whether an earlier
response would have saved 47-year-old Katinia Minoneti Paea Finau, who
was declared dead after arriving at the hospital that day. Finau's
family declined an autopsy, because such procedures are forbidden in
the Tonga native's culture, her family said in December.
"Without an autopsy, we couldn't make that determination," said Dan
Burch, the county's EMS administrator.
Finau's family, who in December questioned whether the late response
played a role in her death, could not be reached for comment Monday.
In the report, the county also accuses the Stockton Fire Department of
interfering with the investigation by not allowing interviews with
some department personnel. Stockton Fire, which is tangled in a
lawsuit with the county over 911 medical dispatching, will be placed
on two years' probation for violating county EMS procedures, Burch
said Monday.
Stockton Fire Chief Ron Hittle said he was "shocked and dismayed" by
the report and said the department cooperated fully with the county's
investigation. He said the county was more concerned about the fact
that Stockton Fire conducted its own, separate investigation into the
incident than the facts of the actual case.
Lodi and Manteca have joined Stockton in refusing to participate in
the county's ambulance dispatching system operated by AMR. Those
cities, instead, have their ambulance calls dispatched by the Stockton
Fire Department.
Finau's 16-year-old daughter found Finau collapsed on the floor in the
family's north Stockton home just after noon Oct. 21, according to 911
transcripts, family accounts and Monday's report. The girl ran outside
to get help and asked a neighbor to call 911, which he did on his cell
phone. Cell phone 911 calls are first routed to the CHP. If medical
assistance is needed, the CHP routes the call to AMR's Lifecom
dispatching center in Salida.
The family lived on Keyser Drive in a new subdivision north of March
Lane. But, according to the county report, the CHP dispatcher who took
the initial call pronounced the street name as "Kaiser" instead of the
correct way, which is "KEE-zer."
The AMR dispatcher found a Kaiser Road in Collegeville, 12 miles from
Finau's house, with a cross street of Mariposa Road, the report said.
The dispatcher asked the caller whether Mariposa was a nearby street.
The caller responded, "This is Mariposa community," referring to a
neighborhood nickname. An ambulance was dispatched to Collegeville.
Dispatchers eventually discovered the error and learned the correct
street address, although AMR's maps did not include Keyser Drive,
according to the report. The dispatcher called the Stockton Fire
Department to find the address 25 minutes after the first call was
received.
Paramedics arrived at Finau's home at 12:45 p.m., 31 minutes after the
initial call was received, the report said.
Burch said AMR has since updated its electronic mapping system and
will perform monthly reviews to keep the system current. The company
also faces a likely fine as part of the performance standards outlined
in its contract with the county, but it's not clear how much that
penalty will be, Burch said.
Jason Sorrick, a spokesman for AMR, said the company supports the
county's findings and is taking the necessary corrective actions. A
CHP representative could not be reached for comment.

Report highlights
Key findings from the San Joaquin County Emergency Medical Services
Agency's report on an October 911 call in which paramedics responding
to a heart attack were more than 23 minutes late after being sent to
the wrong street:
· The California Highway Patrol dispatcher who received the initial
911 call did not give American Medical Response dispatchers a spelling
for Keyser Drive when transferring the call.
· The AMR dispatcher, who was fired, failed to verify the street's
spelling and nearby cross street and should have sought a translator
when a language barrier with the caller became a problem. The
dispatcher also failed to use all city and county maps available to
find the correct address.
· An AMR supervisor, who also was fired, failed to intervene quickly
when problems with the call began to surface.
· AMR's database of city and county maps was not up-to-date at the
time of the call. The system has since been upgraded and will undergo
monthly inspections.
· The report does not conclude whether the 47-year-old heart-attack
victim, who was declared dead at the hospital, would have lived had
paramedics arrived on time.

TRACY - The adventures of Happy the sea lion and her journey to a
local dairy farm have ended sadly, as the animal has been euthanized
at the Marine Mammal Center in Sausalito.
Toxic algae probably damaged the brain of the young adult female sea
lion, causing it to stray almost a mile from the nearest water channel
into a cow shed at a Banta dairy on Jan. 22. A dairy farmer named the
sea lion Happy, a nod to an ad campaign to selling California cheese.
But the animal had a 15-minute seizure when a rescue crew brought it
to the Marine Mammal Center that day, according to center officials. A
seizure that long could drown a sea lion in the wild, they said, so
Happy was put down on Saturday.
"There was nothing we could do for it," said Lauren DeMaio, a
stranding coordinator at the center.
Happy's condition had its origins in an algal bloom - an explosive
growth of algae also known as a red tide, said Jim Oswald, a spokesman
at the center. Toxic domoic acid builds up in sea lions eating fish
feeding on the algal blooms, he said.
"The poison begins deteriorating the brain to the point where
disorientation happens," he said.
Because the algal blooms generally occur along the Southern California
coast, it's possible Happy had traveled as far south as the Channel
Islands by Santa Barbara before finding its way through inland
waterways to Banta, Oswald said.
Causes of the algal blooms are unknown, and theories range from
agricultural runoff to oceangoing vessels transporting the toxic algae
in their ballast water, he said.
But Happy's death may not have been in vain. The sea lion's body will
be studied by scientists at the center, which is in the midst of a
three-year study delving into domoic acid, Oswald said.
"In death, we actually learn something," he said.

MANTECA -- An Auburn man is in custody after Manteca police officers
found him with a Stockton Police Department badge Tuesday night.
Ronnie Salvador Ledesma, 32, was arrested on suspicion of falsely
impersonating a police officer, auto theft, possession of a stolen
automobile, unauthorized use of personal information, holding a
fraudulent California drivers' license, fraudulent use of an access
card and obstructing his arrest. Ledesma also is being held on three
outstanding warrants in Placer County for domestic violence and one
for burglary.
Manteca police detectives noticed a stolen vehicle parked at the
Comfort Inn in the 1900 block of East Yosemite Avenue. About 7:30 p.m.
Tuesday, they watched a man and woman put items in the car, and
arrested them. Upon searching the car and hotel room, detectives found
the badge, a fake passport and two stolen credit cards. Police said
Ledesma refused to disclose how he came upon the stolen police badge.
Also arrested was Tawyny Garrison, 24, no known address. Garrison was
charged with auto theft, possession of a stolen vehicle, possession of
stolen property and theft with a prior arrest. She also had warrants
out from Sacramento and Amador counties for auto theft and possession
of stolen property.

However, Mark Chandler, executive director of the Lodi-Woodbridge

climate change. It was that the grape-growing region, for which he has
