evaluation deadline extended 24 hours

There were a couple of submissions that were still in an incorrect format (typically having an extra intermediate directory in the zip file, instead of just the directories for each XML file). I am therefore extending the evaluation period for 24 hours, to 2017-01-31 00:00:00 **UTC**.

Please get any remaining submissions in before then (i.e. in the next ~18 hours), as there will be no further extensions.
