Problem Description:
--------------------
Although there are NO lock files, attempts to start postmaster
result in the following error:

FindBackend: found "/usr/bin/postgres" using argv[0]
FATAL: StreamServerPort: bind() failed: errno=13
Is another postmaster already running on that port?
If not, remove socket node (/tmp/.s.PGSQL.<portnr>)and retry.
/usr/bin/postmaster: cannot create UNIX stream port

It has worked fine for weeks, and this problem just
occured, for no aparent reason.
