I think Sreedhar has raised pertinent issues and deserve our attention. Indeed, it is very challenging to differentiate regular fluctuation of weather pattern from climate change.  Perceptions of scientists and development practitioners in the field of agriculture, forestry and water would help streamline the discussions. They might be useful to draw policies and recommendations.
