Development Programme on
Clean Development Mechanism (CDM), Carbon Trading and
REDD+ Benefits in Forestry Sector 08th – 10th August 2011 ESCI Campus,
Gachi Bowli, Hyderabad, A.P.
INTRODUCTION
The Clean Development Mechanism (CDM) carbon trading is a cooperative
mechanism conceptualized and established under the Kyoto protocol; It
has the potential to assist developing countries in achieving
sustainable development by promoting environment friendly investment
from industrialized country governments and businesses. It is a
project based mechanism that allows public or private entities from
countries with emission reduction targets (Annex-1 countries) to
invest in Green House Gas (GHG) emission reduction projects in
developing countries in order to earn carbon credits (known as
certified emission reduction units or CERs). These credits can be used
against domestic emission reduction targets assigned to Annex-I
countries or can be sold to other interested parties.
India could host numerous projects as it is Non-Annex-I country and
have ample opportunities to reduce emissions.
A private sector consultancy active in carbon markets estimates
somewhat more conservatively that the world wide supply of CERs could
average between 150 and 250 million tonnes per year over the first
Kyoto commitment period (2008-2012), which could cover up to half of
the predicated global emission reduction shortfall against Kyoto
targets.
According to the Intergovernmental Panel on Climate Change report on
Land-use, Land-use Change and Forestry, there is potential for the
forestry sector to absorb 12-15 per cent of global emissions
originating from fossil fuels.
The programme encourage agricultural officers and forest departments
in the country to use their degraded and low-productivity agricultural
lands to promote forestry activities through raising plantations. The
initiative could help earn millions of carbon credits and contribute
to India's vision of achieving 33 per cent forest cover.
OBJECTIVE
In the light of above, ESCI proposes this programme to invite
participants from various sectors like National and State Forest
departments’ officers, Agriculture and all Governments Organizations
and National and International NGOs who have potential to gain through
earned carbon credits and can help in mitigating the adverse impacts
of GHG emission for forest projects undertaken. This course provides
comprehensive and detailed guidance on developing CDM projects in
forest sector & REDD+ benefits.
