Per capita emissions do show up in 2006, but not in 2007 and 2008.
I consider these data highly relevant.

When is it going to be published?

Hello and thank you for your email,

Data just released through CAIT-UNFCCC 4.0 (inventories for Annex I
countries only) should have per capita emissions totals reported for
both 2007 and 2008. Please see: http://cait.wri.org/cait-unfccc.php?page=yearly.

Currently, in CAIT-International (or CAIT v.7.0 - http://cait.wri.org/cait.php)
data are only available through 2006. We expect to release 2007
figures within the next couple of months.
