Spend down provisions in California

My clients have a handicapped son who is completely provided for by the state.  How much can the parents give to him without effecting his current support from the state?  What type of attorney would these consult with to get the information they're are wanting?  There son is 48.

Not knowing much about Able accounts,  is this a way to get support to a disabled child after his parents pass away or currently.
