Land in foreign country basis

Client purchased vacant land in 10/1997. Sold 11/23.   No improvements or buildings built.  Seem to remember that if property taxes paid each year can be added to basis.  Checked Big Book but did not find the information I was looking for.  Are annual property taxes not deducted anywhere else be added to increase basis?   Thank you.
