How should we generate an ECID in OpenEMPI?

Hi,

I see that the save patient level clinical data workflow step four states that the workflow enriches the message with the ECID. I have OpenEMPI v 3.3.0 up and running in a local docker container and have added the ECID identifier domain. I don't see a way to automatically generate this ECID. Do the real world implementations use some other id generator source?

Note: I'm posting this here because the user forum for OpenEMPI (https://kenai.com/projects/openempi/forums/user-forum) is no longer accessible.
