I usually go immediately with "Mitigate" and set the floor value to a reasonable value. Soon, I will publish an article about my ELK based DDoS dashboards ( -f5ddos/DDOS-Dashboard), which also provide packet rate graphs for all vectors. Im sure this makes fine tuning way easier.

Let's say there's some malicious user and they would start spiking my services (I wanted to use Google API Gateway but I'm not sure if Cloud Armor is compatible with that), dos attack starts, or even worse, more users and we have ddos.
