Regarding visa issues and arXiv submissions

Hi everyone:

I am writing to give some clarifications regarding attendance and arXiv submission.

We have heard back from some participants that they might not be able to attend the conference due to visa issues. The requirement to physically present the poster/paper is something that is imposed by IEEE, so it is outside of our (and DCC's) control. That is, if no one presents the paper or poster, your paper may not be able to be published. However, if you have registered for the conference and have a legitimate reason not to attend, they may still publish it. Also, please note that you can reach out to ke...@arizona.edu to obtain a visa invitation letter, and that the person presenting the work doesn't necessarily have to be an author, so if you know someone who is going to DCC, they can present on your behalf. Please let me know if you have further questions about this!

Note that the IEEE policy only affects the publication of papers. Regarding CLIC and prizes: if you win a prize and aren't able to travel for a legitimate reason (visa, natural catastrophe, etc.), we will award you the prize in absence, even if your IEEExplore paper may be withdrawn. We will still put the full version of your paper on the CLIC website in any case.

Regarding arXiv submissions: Some people have reported that their arXiv submission got rejected. We are currently looking into the reasons for this, and may follow up with instructions if we find a solution for this problem. As a last resort, it is also ok if you upload your paper on your university/institutional website, but we prefer arXiv for continuity reasons. Please contact me directly (jba...@google.com) with the link to your publication by the end of the month (Jan 31). We would like to put the links on the website at the beginning of February. If you have problems publishing on arXiv, please let me know ASAP.
