Test phase open, important fix

Hi all,

the test phase of the challenge has officially begun! We opened the submissions for the image and video tracks. Note that submissions for the perceptual tracks are still closed, and will be opened after we have conducted the human rater study on the image/video track submissions.

Important update: We found a problem in the MP4-to-PNG conversion script in the CLIC devkit that sometimes caused duplicate frames. It is fixed in this patch. If you use this conversion script in your video track test phase submission, please make sure to apply the fix before you submit.

PS: There was a slight delay in updating the website, but the test sets are now available here for the image track and here for the video track.
