Curation of a Component supplying NOTICE test

Hello,

I’m attempting to add a curation to a component whose notice test is embedded in a referenced public document, that is not in the form of  LICENSE or NOTICE file on a public repo. Instead, this component refers to notice text that I could capture from within another html document. How do I add a curation that specifies the text of the LICENSE file, such that component governance will be able to include that content when generating notice files for the referencing repo?
