Request for Comment: add Dart's pub as a source

Issue clearlydefined/service #1088 is a request to add Dart's pub package manager as a source in ClearlyDefined.  It is in a review period.  If we decide to move forward, we will be looking for resources to help with this effort.

What you can do now?  Add a comment on the issue to indicate your thoughts on adding this as a source, ask questions, or volunteer to make it happen.
