Query on missing components

Hi,

 

I am working on a project where I'd need to manually create some license files for some of the components being used (I am looking to get these from ClearlyDefined)

 

If say, the components aren't listed on ClearlyDefined at all, is it possible to add a new component?

 

I see here: https://docs.clearlydefined.io/contributing-data that it says if "the component is listed but doesn't have any data” I can add the license after doing some digging - but how does it work for a component which is potentially not listed?
