I found that the default margin settings for Avery 5160 did not work with my printer. I adjusted the left and top margins (Format/Page/Page/Margins) to suit my printer and saved the resulting document. I included the name of my printer in the document name so I could identify the file with the modified margins.

HP laptop with Windows 10, Word 2013, printing with HP Office Jet 8600 Pro. Although response is slow, I complete my Avery 5160 Addresses no problems to this point. When I print the labels the printer feeds out one blank sheet then begins printing in the middle second page, the list of addresses are never completed. I get 15 of 18, the last three print the name only at the very bottom of the page.
It is important to have selected the proper Media type ("labels" if available in the print software, else try (look for) Media type Brochure matte or Index card.) Why? Labels are "just a bit" thicker than regular paper; selecting a Media type that tells the printer the paper is "not just plain paper" tells the printer to open the "roller" assembly a bit more to accommodate the label paper as it is drawn inside the printer.
I downloaded FPDF 1.7 and found a script based on the Avery 5160 standards to automatically create a PDF of labels for printing. It seems to work quite well, except the dimensions didn't match when I printed a test page. When I measured the container box printed for each label, I validated the measurements I entered don't match what was printed.
I was using FPDF to make some custom labels for work recently. To get them to line up with the labels I was using, I had to disable Page Scaling in the Print dialog before printing. Don't know if it will solve your problem, but it's worth a shot.
If you'd rather not download a (possibly) duplicate template, you should be able to find the correct template where you are looking. After clicking New > Labels you should see two options in the bottom-right, labeled Brand and Type. Choose Avery Letter Size for Brand and 5160 Address for Type (you may have to scroll down the list to see all available options).
Whilst I use LibreOffice for many things I found gLabels much more intuitive in its capabilities for handling labels, visiting cards and the like. The software is simply designed for the job and it is easy to setup .csv lists to import names and addresses. There is a bank of pre-defined labels to draw from but equally easy to design you own if required.
I'm having trouble doing a simple label merge to print mailing labels. I'm using what I thought was one of the most standard and supported mailing label, an Avery 5160. They are 10 rows by 3 columns. The document merges fine (from a spreadsheet) but when I print, there is a tiny error in vertical positioning that carries forward each row so that by the time I get to the tenth row the first line of the tenth label is on the ninth label :(
I have looked on the format tab for the 5160 and every value is correct per the avery spec. Is there something else that affects vertical spacing? I'm wasting a ton of these sheets and I have hundreds to print by tomorrow :( TIA

I am working with libreoffice version3.5 build-413 and i am trying to create mailing lables using the avery form 5160 supplied with the base install. The issue i am having is that the template does not align with the lables. Row #1 prints on the label edge. Row #2 will print a 1/8 inches to the left. Row #3 will print 1/4 inches to the left on the very right edge of the row #2 labels. I tried to adjust the label setting in the format tab with no success. I also placed my text in the middle of the label to get the rows to align, but still no success.
The other issue i an find is that when printing the misaligned labels a blank page is printed between each sheet, which does not appear in the saved file.
