Is that possible to apply a same label for 2 version ( in different branches) for a element?

Is that possible to apply a same label for 2 version ( in different
branches) for a element?

E.g. Element test.c has one main branch and 2 additional branch called
branch "a" and branch "b"
Now We need to apply a label "VER1.1" to latest version of branch "a"
and branch "b"

If it is possible, please let me know the switch need to be used in
"cleartool mklabel" command

No. It's impossible. A label is always apply to one version of an element.
Later you can move it to another version.

It is possible. You need to specify the -pbranch option when creating
the label type ( mklbtype).
Go easy on Tamir. This is an obvious answer.

The only thing which makes the answer non obvious,
are the consequences of using this option.
With labels of that type, you can easily create
ambiguous config spec lines, thus rather surprising
new errors.
Enough of a reason to avoid them unless you have
a good (and temporary...) reason.
