Hmmm...
Wonder why Custer is in there twice. 
Also, some percentages appear to be as decimals, others as whole numbers.

It’s not In Percentage form.  I would add up everything but the red iron oxide and divide each number by the total to convert the recipe to percentages form.

As to Custer being in there I don’t know.

Either version does mot add up to 100 does it? If i turned that in as an assignment, I would not be getting an "A". Ceramic Science actually does have certain conventions. It would be easy to convert it into a percentage formula, easy math. But then you would end up rounding off the smaller decimal point values and it would alter the glaze. Therefore it's just simply a recipe, but not a proper formulation.
