Hi. 

It seems there is a problem with pythons package target folders. If you can use conda, a package manager, he would solve this problem for you.

Unfortunately, I don't think there is a conda recipe for installation on Windows.  Indeed, installation on Windows is much more difficult than on Linux or Mac systems.  We don't officially support Windows, although some people have been successful in installing it there.  Since most of the developers don't have Windows systems, it's difficult for us to test or diagnose issues there.

You might try using VSCode.  I have several students who use windows machines, and VSCode provides you with a Linux prompt (using the WSL - Windows Subsystem Linux?)  and so may make your life much easier.   I haven't used VSCode myself on windows with Clawpack, but maybe other users can chime in.

WSL or WSL2 is appropriate here. It provides a full Linux environment within Windows that should be compatible with a clawback install.
