missing Untitled1.html

Hi everyone,

I tried running a storm surge scenario for hurricane Irma. First I got an error: 

python /..../clawpack_src/clawpack-v5-9-0/clawutil/src/python/clawutil/convert_readme.py

Converting README.rst...

I copied  README.rst from another directory. Then I get the below error. Can you please help me to fix this error:
