2025 changes to startup packages

Hi folks,
After a while, I reviewed the Startup Packages usage for the past two years. As a result, some changes were made.

3 powers were being selected way too many times above the median. As a result...

Biggest change: Epic Production will run tomorrow for the last time as part of game 872, then it will be retired. It used to cost 75 pts and had these powers:
- Epic hero presence boosts resource production by 300%
- Epic hero presence increases revenue from city taxes by 50%
- New PCs may be heroes (33%)

Increased cost
- Iron fist from 45 to 60
- Loyal Bannerman from 15 to 30

Reduced cost of these powers being selected in a frequency much lower than average.
- King of the Thieves 45 to 30
- Close allies 90 to 75
- Diplomacy 30 to 15
- Deeper pockets 60 to 45
- Tyrell only 90 to 75
- Martell only 30 to 15
- Extra Resources 30 to 15
- Martial law 75 to 60

As I was there, I added the two following packages
- Epic Armies at 45pt. 2 commanders 30+ will be promoted to epic hero, higher skill first if random selection. Capturing cities with an epic commander will not reduce its size. The commanders can be selected by name, if it fails, the Judge will assign epic hero status to the highest ranking commander that is not a hero.
- Epic Production 2.0 at 45pt. Epic hero presence boosts resource production by 50%. Epic hero presence increases revenue from city taxes by 50%. Much more modest than the previous Epic Production package..

And I changed the behaviour of these 3 packages.
- City Boost can now select cities to upgrade. Previous rules apply in case the city is already maxed out in size or fortification.
- Unlimited Heroes can select which PC to promote. Past behavior remains to select at random if the name fails to match. 
- Epic Start can select which PC to promote . Past behavior remains to select at random if the name fails to match. 

A small change in the Judge... A heads up to a small tweak on the move Kalashar order. Details to be found in the game.


I made these changes after the 2024 face to face game but apparently some people did not know about them. So I communicate them (again?) but no real changes to what you have been seeing for the past year or so.
- Fixed the Counselor crash that Thom was having often.
- Changed the algorithm on national transport where 91% sends less resources than 100% transfers.
- Updated Judge to accept local sales without product quantity. Then it will assume 999,999 units to sell.
- Changed map area and recons to list unknown troops and unknown ships separately.
- Fixed Judge's code to match rules. Now, when a city capture goes to the army with the highest attack after the combat instead of the one with more troops.
- Changes Counselor's color of unknown cities to a red border and grey background (looks pink-ish) so that they are easier to spot on mountains and some situations.

If you see an issue with any of this, please report so that I can fix/edit quickly.


Lastly, apologies to everyone asking me to create new games. I hold off while waiting for a moment without new games to start so I could apply all changes more easily. New requested games coming in the next 4 hours.

Epic Production was over powered. 
What is your 2nd most common pick and why was it not nerfed or removed? According to your chart it was way over average. 
Just to guess - Military Academy. It's a strong choice because it doubles the recruiting at camps. If you got rid of that feature (only give an extra 100 for villages and up) I think it would remove an overused tactic and bring the SNA down to normal.

While I'm commenting, in the 6 v 6 scenario it's unbalanced that one side gets rangers and knights of the Vale while the other side has nothing that can move through mountains rapidly.

Hi guys

Interesting changes, but I believe poor "Loyal Bannermen" only had a high rate of choice because it was a complement to Epic Production (75+15).

I'm curious about the Move Khalasar change...  I hope it only applies to Targaryen culture now because it never made any sense in my view to have Braavos or Lannisport moved away from their original sites.  =))

I like this change, if only applies to Dothraki's culture.

P.S.: About "Loyal Bannermen" has no sense this change , imho!
