Clash DECA development kit starter project

Hi everyone,

We've created a starter project to easily get started with Clash on the $37 Arrow DECA development kit, which features the largest Intel MAX 10 FPGA [1].

If you have stack [2] installed, all you have to do is:

> stack new <NEW_PROJECT_NAME> clash-lang/deca

to get the starter project in the <NEW_PROJECT_NAME> directory.

It contains a README.md on how to continue next.

You can also view the README.md online at [3], as it contains instructions on using `cabal-install` instead of `stack` in case that is your preference.

I was planning on adding clash-shake support for Quartus and this board, but didn't want that to hold up releasing and announcing this starter project.
