No headers are downloaded and the connection to the news server times
out. I have no problem connecting to other news servers eg Pipex with
the same system.
I am able to ping news.clara.net without problems.
The failure to connect occurs with all news readers - Outlook,
Netscape, FreeAgent.
Once it does connect there is no problem - the headers and messages
download.
I have no problems with email or web access.
System: Windows XP Pro

I just checked all the IPs returned for news.clara.net (there are five
of them). Three work, two don't. Unless/until clara clean up the two
that don't work, two times out of five you'll get an IP that isn't
responding on its news port. That seems to explain what you're seeing
(me too).
As a fix, the IPs that do work (today!) are dyke, doris and iris (all
.uk.clara.net). Change your news server address to one of these
temporarily and it might be better (until that machine dies of course).

Pfff... nothing else to do, Steve ? To fix the news servers problems,
for example ?

And a reply came days later - if they acknowledged a problem and
helped before 2-3 (or 4) days go by then people would be more
understanding.
Many people pointed out problems in the correct news group but got no
reply at all for many days.
As to the server dying, maybe so, funny how a s/w problem was also
mentioned some days back - those skeptical amongst us may feel the
service always goes wrong after someone beta tests or tinkers with the
system - then a response comes 3 days later when they think they may
know a best-guess on how to fix it.
