A hoarder parking old junk all around the neighborhood

Whatever happened to that new law that prohibited RV parking on our streets?  We have a worse problem -one house in our neighborhood is inhabited by a hoarder.  You can see over his fence that his yard is completely filled with junk and now the stuff that won't fit back there he parks all around the neighborhood on Charger Blvd. There are  old rusted trailers, old paramedic van, old boats, wooden junk haulers and even an old ambulance on the streets but he moves them every three days so he won't get a ticket.  It really brings down the neighborhood down.  Is there anything we can do? I feel like I'm living in someone's junk yard.
