Island on Balboa by McDondalds

What is the status of this unfinished island?  All of the islands on Balboa went unfinished for so long, then they finally got through all the issues and finished them - but didn't finish this one (or run irriagtion to it) because the devleopers of theTarget center was going to install a traffic light there.  This is what I heard. But obviously that didn't happen with the latest owners and the ongoing rennovation.  So what is the plan now with that island?  It just collects weeds, trash and floods with rainwater in the winter - surely this can be fixed.  I'm tempted to just grab a large bag of wildflower seeds or grass seed and dump it in there before the next dousing of rain.
