NEWS BRIEFS

* Anatolian News Agency reported that King Abdullah II of Jordan visited
Turkey this week. Jordan is a potential customer for water from the
Manavgat River near the port city of Antalya on the Mediterranean.
Turks have built installations capable of exporting up to 183 million
cubic meters of water a year, an official from Turkey's water department
said. Turkey hopes eventually to earn some 300 million dollars a year
from the Manavgat by selling water to Israel, Saudi Arabia, Algeria,
Tunisia, Libya, Malta and Gulf countries. Israel has already expressed
interest. The two countries held talks in 1999 but nothing definitive
was decided.
The water would be taken by tanker via the Mediterranean, but if Amman
signs up to buy the water, it will have to negotiate a transit agreement
with Israel, since Jordan has no outlet to the Mediterranean.
Following his talks with Turkish President Suleyman Demirel in Ankara,
Abdullah II traveled on to Istanbul for a meeting with Turkish
businessmen, before travelling on to Morocco.
* The Clinton Administration, who want an improvement for the solution
of the Cyprus issue, is starting new diplomatic initiatives at the third
round of the proximity talks between Turkish and Greek-Cypriot leaders
in New York on 23 May.
President Bill Clinton's Special Representative to Cyprus Alfred Moses
and US State Department's Coordinator to Cyprus Thomas Weston will visit
Cyprus within this framework.
Daily Milliyet also reported that the American representatives will
meet with the president of the Turkish Republic of Northern Cyprus Rauf
Denktash and Greek Cypriot president Glafkos Klerides separately.
* March 8 World Women's Day was celebrated in various places in Turkey
on Wednesday. Asking for equality, thousands of women participated in a
rally in Istanbul. About 5,000 people gathered in Istanbul's Abide-I
Hurriyet Square and shouted slogans supporting women's liberation.
Turkey's political leaders including President Suleyman Demirel, Prime
Minister Bulent Ecevit, and The Turkish Parliament's Speaker Yildirim
Akbulut released messages to celebrate March 8.
* Daily Cumhuriyet reported that Turkish security forces captured
fifteen members of the illegal so-called "Islamic Liberation Party" in
Kayseri, Sivas and Elazig provinces of Turkey.
Meanwhile, security forces also captured a total of 101 people during
raids against the Party of God terrorist organization over the last two
months in Sanliurfa in southeastern Turkey. Turkish courts arrested 67
of the captured.
Turkish officials said that the raids in search of terrorists were
continuing. During another raid in Tunceli in eastern Turkey yesterday,
security forces killed six members of the TIKKO terrorist organization.
Turkish officials say that these terrorists had killed six Turkish
soldiers on January 9, 2000.
* Turkey's Minister of National Defense Mr. Sabahattin Cakmakoglu stated
that the Turkish government is drawing up new military regulations
allowing civilians to serve in their area of expertise. The new
regulations are expected to be put into effect this year.
The new laws will apply to both men and women and will provide the new
officers serving under contract with the same rights as officers already
in the military.
In implementing the new laws, the military aims to decrease the need
for reserve conscript officers in the military, reported Daily
Cumhuriyet.
* Daily Milliyet says that the daylight saving time will begin on March
26 in Turkey. The clocks will be set one hour ahead at 1:00 a.m. This
aims to save energy worth nearly $ 21 million and will continue until
October 29, 2000.
* Daily Aksam announced that Turkcell in cooperation with CNN will bring
the CNN Mobile news service to Turkey. Turkcell subscribers will be able
to follow world developments in English on their mobile phones. 40
million mobile phone users in 18 countries belonging to 20 companies are
using CNN Mobile news service.
* Daily Turkiye Newspaper reported that during raids in Icel province
Turkish security forces seized 630 kilos of unadulterated morphine and
22 tons of hashish. Icel's Security Director Haluk Bahcekapili stated
that the 22-ton catch is the largest confiscated in a single raid in the
world and it is worth $21 million.
An investigation into the incident is underway.
* Daily Aksam reported that, Vestel, a subsidiary of Zorlu Holding, one
of the biggest television producers in Turkey, aims to sell 750,000 TVs
with Internet capabilities to Britain through its main distributor in
Britain, Alba-Bush.
Executive Board Chairman of the Zorlu Holding, Ahmet Nazif Zorlu,
declared that his company was the greatest TV producer in the world and
added, "We have invented a great thing, that is, the Internet-TV. This
television connects to the Internet thanks to a small internal computer.
We will export an initial 250,000 Internet-TVs to Britain and this
amount will reach 750,000 in the year 2001."
* Daily Hurriyet wrote that the 19th International Istanbul Film
Festival, organized by the Istanbul Culture and Arts Foundation, will be
held between April 15 and 30.
The Festival will begin with the film "Everything about My Mother"
directed by Pedro Almodovar and will end with the film "Mozart in
Turkey" directed by Mick Csaky. The Festival will show a total of 180
films from all five continents.
* Anatolian News Agency reported that some Turkish films including
"Kahpe Bizans", "Propaganda" and "Harem Suare " will be shown at the May
Festival between 5 and 28 May in New York.
Turkish President Suleyman Demirel, President Bill Clinton, first lady
Hillary Clinton, New York's Mayor Rudolph Giuliani and the Governor of
the State, George Pataki are expected to attend the opening of "New York
Mayfest 2000" which will be organized by the Youth Council of the
American-Turkish Women's Solidarity Organization
* Sabah reports that upon increasing complaints, Kadir Boy, head of the
financial department of Istanbul, started a war against bribery. They
determined the time needed for tax procedures at tax offices. The lists
showing which procedure will take how many minutes will be hung in the
entrances of tax offices. If a tax officer exceeds the time given to him
during tax collecting procedures, there will be an investigation to find
out what caused the delay. According to the results of investigation,
the tax officer will be given disciplinary punishment or he could even
lose his job. Tax officers are uncomfortable with the new model aimed at
preventing bribery.

* Turkish athletes won 8 gold, three silver and 8 bronze medals in the
International Spain Taekwondo Tournament organized in Valencia, Spain.
Athletes from 33 countries participated in the two-day taekwondo
tournament. The Spanish national team came in first place while the
Turkish team came in second and the German team came in third.
* Galatasaray managed to be the first Turkish soccer team to take a
place amongst the first eight teams in the UEFA (Union of the European
soccer associations) Cup. Galatasaray won the Borussia Dortmund with a
score of 2-0 in the first match in Germany. The score in yesterday's
game played in Istanbul was 0-0. Galatasaray will play Spain's Real
Mallorca in the quarterfinals on March 16 and March 23.
