Dear Sir/Madam

I am writing to ask for your urgent support in strengthening the peace agreement and promoting long-term stability in Bosnia and Herzegovina.

The Dayton Accord have succeeded in halting the killings and expulsions of civilians in Bosnia. The Accords' essential goal, however, including the return of refugees and the restoration of civil society and a unitary, democratic state, remain unfulfilled. Not a single annex, other than the military one, has been implemented in the agreed-to and timely manner. Too little has been done to reverse the effects of the large-scale aggression and genocide that the U.N. War Crimes Tribunal has begun to acknowledge. As a result, status quo imposed by the ethnic cleansing remains in Bosnia not only intact but is being legalized by the presage of time and elections. Genocide must not be rewarded and must not be accepted as a legal instrument by international community.

This situation must change. A totally new approach and program must be developed to address the current situation in Bosnia. As part of this program, it is vital, first, that U.S. and other international troops in Bosnia begin to facilitate the return of the 1.5 million Bosnians who remain unable to return to their pre-war homes.

Second, Bosnian leaders and officials from the U.N., the OSCE, and other international organizations must be assigned specific, goal-oriented tasks in accordance with this new program and be forced to work diligently to achieve them. Obstructionism must be stopped and reversed at every turn. Only in this way can reconciliation and the development of effective governmental and civil institutions begin.

Lastly, I urge you to ensure that the United States, as the beacon of human rights and democracy throughout the world, remains fully engaged in Bosnia. It is vital that America continue to lead and maintain its presence in Bosnia until the country is politically, militarily, and economically stable. If the United States honors this commitment, we can achieve a just and sustainable peace in Bosnia end ensure its full and proper integration into Europe.
