David, there is much to say to your inquiry. One effective way we have experienced on Oahu was to invite the community and others to participate in a virtual Shmirah since our mortuaries don't yet allow us to be there unattended. By putting out the invitation to the community to participate in a 2 hour virtual shmirah with many resources provided by the virtual shmirah library now available on the KVN website, we invite participants to explore the JADE website under hineni to better understand what, why, and how shmirah. (
hineni.jadeinfo.org under shmirah). Most recently, we added 4 volunteers to our tahara training and Chevra Kadisha cohort who connected through their participation and understanding of shmirah and hineni resources. It's just one way we reach out to the greater Jewish community. JADE (Jewish Association for Death education) also has regional death educators who are engaged in multiple community activities to educate many. They would be a good resource for your inquiry as well.
