I think we should update to 1.8 before sharding. They have a few performance stuff added in like this. It should be to much trouble updating and it's been out long enough that any major bugs should be gone by now.

Sadly I doubt we could use that to cap either tile entities or entities. Hopper pipelines would go out of sync and people would complain. Someone would lose a tick or two during 1337 PvP and scream admin crimez.

Sharding is a long term plan. It would need to hit civtest first. Even when it hits the main server, it will only shard the nether and end to start while performance and stability is being worked on.
