Two sections in the Charter I found interesting.
Can someone please help with an explanation of the second? To me it
seems to read that the City cannot request security bonds in State
Court, but must proceed as if they have been given. I may be
oversimplifying something that is intended for an entirely irrelevant
context.
Sec. 11.02. Official newspaper.
The Council shall contract annually with, and by resolution designate,
newspaper of general circulation in the City as official Publication
thereof, and to such until another is designated, and shall cause to
be published therein all ordinances, and other matter required by this
Charter, by the ordinances of the City, or by the and/or laws of the
State of Texas to be published.

Sec. 11.06. Security or bond not required.
It shall not be necessary in any action, suit or proceeding in which
the City is a party, for any bond, undertaking, or security to be
demanded or executed by or on behalf of said City in any of the State
Courts, but in all such actions, suits, appeals, or proceedings same
shall be conducted in the same manner as if such bond, undertaking, or
security had been given as required by law.
