How does the new law passed by the Governor of Colorado apply to bike Lanes and bike routes being obstructed by special events without a safe detour?

Each of these examples occur frequently and have simple solutions for keeping them open or providing a safe detour.
At Coors Field, if we truly prioritized bike connections we would keep the lane open, but rope or fence it off to prevent pedestrians from inadvertently crossing the bike lane. However, utilizing Larimer as a designated detour could be an acceptable alternative, but there's never any signage placed at streets like Broadway or along 21st.
For the City Park Farmers Market, we could adjust the event so that it is set up along the east side of City Park Esplanade from the gate down to 17th Avenue. This would allow for a detour of northbound bike riders along the west walking path.
Lastly, for City Park, we simply need to clean out existing openings for the removable bollards so that the Bikeway could be kept unobstructed for special events.
Who is liable when somebody is injured attempting to navigate around these events without a designated detour?
