Dear Nadeem,

Ref: C72001179/NGC/MANAGEMENT UPDATE

Thank you for your letter with recent update at City House, Croydon on
8th March 2010.
In relation to the letter, I can understand that the raised issues no.
1. Arson and 2. Refuse ad Doormats are to prevent further Arson in the
apartment.
I can also see that you re-introduced night security over a month to
prevent further incidents.

Unfortunately, however, your requests to bring refuse sacks into
refusal room and remove door mat cannot diminish vandalism activities
and the security at City House.
Additionally, Issue no 3. Lift Update on your letter explains that it
is almost failed to prevent vandalism activities in the apartment.
For your back-up as you may be aware of, either one or both elevators
is not working every day except one day in Match over the month.
Further we have incidents caused by vandalism activities in the car
park and bicycle stores in February.

I believe many residents as well as I are seriously concerning our
security and asked you to install extra CCTV to prevent the incidents
over two months.

As you explained me on 28th February 2010, we only have five CCTVs to
cover inside and outside of the City House which is far insufficient
to cover the areas in Block A, B and C.
If you have not planned yet, I strongly request that this is right
time you need to act immediately to prevent further incidents as many
residents are losing their patience.

I believe following requests will increase our security and prevent
further vandalism activities, but please feel free to share your plan
if you have already.

1. Please install CCTVs to cover 1) entrances in front and back of the
building, 2) main elevator rooms in each floor, 3) car park entrance
and stairs.
a. This will prevent vandalism on elevators as you can record and
catch who damages the elevators and which floor (s)he is living if its
insider.
b. This also will prevent vandalism in the car park and bicycle
stores.
2. Please raise fence around the City House
a. Both sides of between Block A and Block B&C have low fences or no
fences which allows becoming public path.
b. Our site is private and not opening to public access which
currently is.
c. Similar premises around the area (Flats on Campbell Road, Broad
Green Avenue and Sumner Road) have all higher and sharp fences to
block public access into the premises.
d. This will help our security dramatically as most of our premises
are opened and can be easily accessed in all blocks, car park and
bicycle storage, and targeted for crime.
3. Please issue car park entrance permit (badge or sticker which we
can put on our windscreen) to prove that all parked cars have permit
to park in the car park.
a. In case of organized crime, many can be easily done if they have
mobility.
b. As we have no restrict to access our site, burglars and thieves can
drive in.
c. Some of residents who do not have right (or enough slots) to park
are occupying others’ slots and moving around to the empty slots.
d. This increases conflicts and will occur vandalism.

Please see the response from Crabtree as below.
Summaries are:

1. CCTVs are installing from Block A now
2. Security patrol will be more often
3.Installing high fencing around the site is under review
4. Parking permit will be introduced

Dear Juha,

Many thanks for your e-mail.

CCTV cameras are due to be installed this week/early next week in the
car park. The contractors are currently working at putting CCTV
cameras in the lift lobbies of Block A.

There will be a total of 21 additional cameras installed to the
communal and external and car park areas.

I have also asked the security contractors to increase the patrols in
the car park to every 30 mins.

As for the fencing I am currently investigating this issue with
Croydon Planning and will revert to all lessees when I have an update.

We will be issuing permits to the car properties which have allocated
spaces. Please note that this will take place once we have confirmed
the car parking allocations and bay numbers from Fairview Homes.

Dear Nadeem,

Thank your for your quick response that I can confirm that we received
your recent two letters.

To make the point clear, all my concern is safety in residency.

Although there are some improvements, there are many grey areas which
I addressed repeatedly in the letter and e-mails.
Here is the main points from me.

1. CCTVs in each floor
We have no idea when you will install the CCTVs in each floor. This
must be scheduled ASAP. Any delays may cause vandalism on elevators as
we have experienced several times even security was at the site.
Please let us know when you will deliver this.

2. CCTVs cover the site
We have no idea when, where and how many CCTVs you will install to
cover the site. We have vague idea from your letters that CCTV will
cover car park at least, but not much details provided from the two
letters.
Please let us know your installation plan.

3. Prevention of public access in the site We have a number of reports
and evidences that there are many attempts and remains from anonymous
person/people. The site is widely open to public, and there is no such
a security in communal areas.
My requests to install CCTVs and high fences can prohibit non-
residnts' access in the site and increase security.
I have no feedback regarding high fence from any of your letter yet.
If you have different opinion, please let us know.

4. Parking permit
Although we have remote control for car park entrance gate, there are
several reports that some people tried to park without permit. This
caused a number of unnecessary arguments which I also (was) reported
to security several times.
Please let me know how you will manage car park to protect permit
holders.

If you still cannot get the points above, please call me for further
discussion.
