2) Report on the release of 2011 Origin-Destination survey results
- trip rates per person and per household (counting all types of trips by
all modes) are accelerating their decline, as does the rate of growth of
total trips in the region
- the absolute number of trips in the NCR went up by 3.7% in the 6
years since 2005 (.6%/yr), slower than the rate of growth of the population
which increased by 7.2% and the number of employed persons which went up by
8.2%
- 40% increase in daily cycling trips since 2005 (up to 1.8% of total
daily trips)
- decline in peak hour trips across the Ottawa River

3) Transportation Master Plan Update
- report on CCC's submission by Mar 1 deadline

Please find below the draft agenda for our next mtg and pls note the change
from our typical meeting location.

Lots of things happening since we last met;
a) the long awaited, several years delayed interprovincial transit study
results were released
b) the interprovincial bridge study reached another milestone, concluding
that Kettle Is. was the best location for a new bridge
c) the City came back with a tweaked routing for the LRT extension to the
west which they have called the "Richmond Underground" option
d) the first draft of the 2013 version of the once every 5 year update of
the transportation master plan is imminent

The first 3 above are different billion $ plus projects. We live in
interesting times from a transportation network evolution perspective in
Ottawa.

3) Interprovincial Bridge
- Kettle Is. reconfirmed (for 3rd time) as preferred location
- opposed by politicians at all levels
- mediocre truck solution at best

- discussion of position to be taken by CCC

4) Interprovincial Transit Study
- many technical studies posted to website
- no meetings scheduled to present results or accept feedback?
- suggests some short term operational tweaks
- and a long term (20 yr+) vision to convert Rapibus to LRT
- in the meantime Ottawa downtown to remain infected with
100+ STO buses per rush hours for next 20 years or more.

from our typical meeting location. Due to the fact that we are now being
charged for use of any city facilities (including meeting rooms at City
Hall) we will try for this month to meet at a pub. Ida has suggested a
place that DCA has used for meetings...Pubwell's at 96 Preston (at Spruce)

Please find below the draft agenda for our next mtg. Due to the fact that
we are now being charged for use of any city facilities (including meeting
rooms at City Hall) we will try for this month to meet at a pub.

I would like to suggest the Fox & Feather on Elgin as a quiet (hopefully!)
possibility with large booths available on their lower level.

There are few items to discuss other than the single large, once every 5 yrs
item which is the TMP. Let me know if there are any other items you would
like to have added to the proposed agenda below.

2) 2013 Draft TMP, OCP and Pedestrian Plan review
- discussion of main items of interest of CA's represented by CCC
- see attachments for meeting preparation
- discussion of items which CCC should highlight in its Cross-CA
submission

Please find attached submissions made by Action Sandy Hill and Old Ottawa
East re. the plan. If other CA's have made submissions to the plan, I would
like to request you copy them to the CCC email list and we will base the CCC
response on a blended mix of these.

Also, I attach FYI what was submitted by CCC last spring as preliminary
input to this plan. I have added into the document in orange text
commentary on how these items were (or were not) addressed in the draft
plans we have before us now. We may choose to use some of these as content
for our submission on this final draft plan.

The TMP, OCP, and Ped plan go to Transportation Committee on Nov 15 and then
to council for final approval later in Nov.

Some of the highlights from the draft plans from a CCC perspective include:

Active Transportation:
- agreement to fund 50% of Active Transportation projects from development
charges
- commitment to build 3 new active transportation bridges
- Rideau R crossing at Somerset-Donald,
- Canal Crossing at 5th-Clegg,
- Ottawa R. crossing on PoW bridge
- specific list of 69 cycling links to be added with 70m$ funding over next
18yrs
- commitment to expand winter maintenance for key cycling links

Roads:
- removal of AVTC from the road plan until at least post 2031
(ie a postponement of 15 years relative to the 2008 plan)
- similar postponement to the plan for 4-laning PoW drive (except for 1
short section north of Hunt Club)
- pulling forward in the plan the 4-laning of the airport parkway north of
Hunt Club
- reduction in the overall pace of road expansions by as much as half
compared to 2008 plan
- agreement in priniciple to take a 'complete streets' approach to street
redevelopments and an agreement to develop metrics for evaluating quality of
service for walking and cycling so that these quantitative metrics can be
used to help in allocation decisions for the limited space in the
right-of-way among all the different corridor users.

Transit:
- acceleration of the build out of the next phase of the LRT network from
completion in 2031 (2008 plan) to completion by 2023
- while also expanding the size of the LRT plan relative to 2008 by:
- extending LRT from Blair Rd all the way to Place d'Orleans
- extending the O-Train south to Bowesville (& adding more stations
downtown)
- adding a western LRT branch from Lincoln fields to Bayshore
- postponement of plans for southeast BRT line from Blair station towards
Navan
- postponement of plans for western BRT line Kanata towards Stittsville
- addition of many measures for bus priority in mixed traffic areas
throughout the city

broadly available !!!!

Please find below the draft agenda for our next mtg. Due to the fact that
we are now being charged for use of any city facilities we will continue
our experiment with meeting at a pub. Last month's group suggested we meet
this time at the Clocktower Pub on Bank just south of the 417. I will place
a candle+candle holder on the table to assist with identifying ourselves to
eachother.
