Dear All,While India embarks on Unique Identity Number [with fanfare & trumpets - what with high-profile Nandan as cabinet minister] are we merely following USA? And that, after decades of SSN used there is now found vulnerable?

Do you have a better idea? Please share it with us! Or do you think that we should continue to muddle along with multiple numbers, one for each agency?

Dear Ralph,
The news item points to a very serious problem with unique identity number. Privacy & identity theft are serious. The question is, "How could this be solved?"
There was another news that govt would be using existing voter ID lists & cards for issue of UID cards. Knowing how erroroneous these are, it is astonishing that this has been suggested.
What is / are the advantages of a single number for a person? What problems does it solve? How?
Could / should we learn from US experience or repeat the mistakes & then learn?

Friends, We have been working on the concept of The Unique identity
card for some time. The UID should only display the identity of the
person like his name, fathers name, age, blood group,address, when
accessed initially. But a data base should hold all other details
in a related matter to the subject of query from the competent and
permitted authorities in an access protected mode. The data base
should be maintained and updated automaticaly. The UID should only be
a key to access the relevant data from the data ware house to the
access permitted authority. A banker accessing the account number
should only get data of his back account, branch, balance,
transactions etc., relevant to his Bank in a sub-access control. He
should not be able to access any other data except the general data
first mentioned above. A regional Transport Officer should be able to
access only data relevant to the individuals driving license, vehicle
he owns, insurance, due fees paid, penalities if any, warnings if any,
accidents if any, legal transactions in this respect only, that too on
an authorised access. But he should get all the relevan data all over
India wherever the individual has the transactions. The concept we
have been working on will have the data from birth till end of the
individual, compiling each and every aspects. We can share the

Matthew has pointed out a problem that is serious and for which I think there is no
easy solution. A computerized database is not as safe as say a ledger in a vault whose
access can be controlled. On the other hand it is apparently impossible to unify all
service systems for the benefit of the public without such a database . The more it is
used the more it can be misused.
In a way it is like choosing nuclear power plants. You are Damned if you do and damned
if you don't.
The only solution I can see is to go in for this "dangerous " system but introduce
oversight to detect misuse backed by quick deterrent punishment.
I expect Nilenkani to be fully aware of these problems. But will the powers that be
agree to install the deterrents.
You can see how corruption is given lip service when it comes to punishing corrupt
officers. Parliament has instituted detectors like Lok Ayukthas and vigilance
commissioners. The same Parliaments ensures that no punishment ensues!
