ok So John Wonderlich at Sunlight suggested a change to the petition
language...

all public government documents should be web citable on a paragraph
level

I have to agree with him.

The good thing is web citable indicated public documents should also
be online!

Let me know what you think ESP if you oppose because I am going to
change it (cause I am asking everyone on the petition if it is ok :-)
