I just played a match where we dropped in a random spot, drove across the map in different directions, died one at a time, and no one used a mic until the very end to talk shit. Apparently this guy got platinum using this strategy. Upon looking at his stats, he gets about 1 or 2 kills per game and live about 20 minutes on average.

The reason this is happening beyond the point incentive is that Respawn * up MASSIVELY with the circle and ring changes.
Season 2 circle changes actually ENCOURAGE camping.
Season 2
1. made the first ring appear something like 1min 30sec faster.
2. zone damage was increased massively
3. the first circle size was decreased substantially
What is the net result of these changes? People have less time to loot, people can no longer linger in the Ring to loot, revive to recover teammates and all squads are forced into a smaller area sooner.
If you were to go by the normals servers filled with low skilled and dumb players where half the server dies in Skulltown in the first 3 minutes then this might not be a problem. The issue is in ranked particularly in the higher tiers people are much smarter and overall better players so you will have a significant amount of teams surviving even until late circles.
So whats the problem? A large amount of teams surviving into a tiny first circle where there is no possibility of teams lingering in the Ring to loot creates a situation where third partying is absolutely rampant. Its nearly impossible to fight without getting third partied, so why would you bother fighting knowing that even if you win, you are pretty much guaranteed to get third partied and lose the game right there.
Furthermore you have less time to loot and its more likely than ever that you will arrive in the first circle undergeared. Not only that but the vast majority of the circle is likely to be looted and going anywhere risks running into to campers. So again why would you fight knowing that you have a decent chance of running into a squad way more geared than you. In this case you are again incentivized to just camp it out.
Finally the zone damage also deincentivizes fighting because the Ring closes in so fast and does so much damage now that getting caught in fighting in the Ring after the first circle means death. Additionally its now basically impossible to reenter the Ring to recover teammates, whereas before a partial squad wipe could result in a revive and comeback. Now you are forced to ONLY use the respawn beacons inside the massively smaller circle which will result in you getting contested every time and probably losing.
Respawn went way overboard with the Circle and Ring changes, obviously they were concerned that people would just camp in the first Ring to get top 5 placement for RP. The issue is in high tiered play even into the second circle there is literally ALWAYS more than 5 teams so the extreme changes to the first Circle and Ring were totally unnecessary. Its only on normal servers filled with largely bad and dumb players that you get situations where theres 5 or less teams left after the first circle has closed in.
Ill also add in this last point. Audio in this game is literal dogpoop, its * horrendous. People running up behind you NEVER EVER make a single sound. Theres another incentive to camp currently. If you cant hear people running up on you EVER then traversing the map is always a risk.
