Introducing SIP services to my existing H323 network

to Cisco VoIP Hardware
i need to introduce SIP services (class 4 services) in my H323 network
consisting of Cisco gateways,gatekeepers,PGW and SLT's.I have come to
the conclusion that i dont need a SIP proxy server since i am only
terminating SIP to PSTN calls .
So the SIP calls from a third party SIP carrier will land on my
gateway.
Is Cisco AS5400 capable of converting SIP to ISUP and wthr PGW 2200
acting as a signaling controller can do it ?
Please enlighten.
