can not install

to Circos

I downloaded the tgz file and unwrapped it with 7zip, but neither the circos.exe or .bat is working to install the soft. Any idea how to proceed?

Circos is a Perl script -- there is no .exe or .bat.

Please see these tutorials of how to run it
