Error while starting example on Circos

Hi everyone
I am using Windows 07 on my system. Yesterday I Installed all the necessary files needed for Circos and started doing an example mentioned on link 
I am stuck at this point as attached in the figure. Please help me out will be very thankful

Hi Rahil,
I am not sure that link is available to people not registered for that course when accessing it in certain browsers.  Oddly, while one failed, I was able to see it in a different browser.
If the course has a support or questions forum, I'd suggesting starting there to see if someone asked a similar question. Because it looks like you have a path error.
Is the file you are specifying visible when you look for it in the file listing? 

If you just need to make that file 'HairEyeColorTable-parsed.txt' to get past this road block, I can point you a place where you can launch a Unix based version of the software at https://github.com/fomightez/circos-binder . Click on `launch binder` there and you'll have a system spin up that already has Circos installed, along with the Circos utility tools that includes `parse-table`. You'll need to add your class-specific files though and make things look like your hierarchy as well. Click on the Jupyter logo in the upper left corner to open a file browser that allows you to upload items.
(Alternatively, you can use the more advanced JupyterLab interface that allows drag-and-drop into the file browser pane that will be on the left side when in JupyterLab. To switch the interface to JupyterLab, to go from classic-style to JupyterLab, change end of url from `/tree` or `/notebooks...` to `/lab`. To understand better what that is doing, see https://github.com/binder-examples/jupyterlab#start-jupyterlab-after-you-start-your-binder . Note that anything launched from the page https://github.com/binder-examples/jupyterlab#start-jupyterlab-after-you-start-your-binder won't have Perl and Circos. You must use https://github.com/fomightez/circos-binder  to launch and then switch the interface.)
