Go to the OptiPlex 9020 support page and read the details for the Intel PCIe Ethernet Network Driver v24.1.0.0 update package (VP20T, released by Dell 15-Nov-2019). As shown below, the Important Information section states that your driver version in Device Manager should be listed as v12.18.9.10 (for model I217, I218, and I219) or v12.15.31.4 (for model 82579) after this Dell update package is installed if you have a Win 10 OS.
I have the same issue and have tried every single one solution from different website and finally it worked by download the intel integrated graphic driver and installed it. You should find your graphic card name from device manager and find the driver for your graphic card on intel website and download it. You can install the Intel Arc Control so you can easily find the right driver. Good Luck!
