Circassians Add To Russia’s North Caucasus Woes - Risk Watch Dog - 8 December 2009
One risk for the Kremlin is that some Circassian groups have been pushing for administrative borders to be redrawn to incorporate a pan-Circassian republic. However, given that the North Caucasus consists of dozens of ethnic groups, many of whom do not get on, any reconfiguration of borders – even within the context of the Russian state – would be hugely risky. Meanwhile, Circassians are unhappy that new developments in Sochi (their one-time capital) ahead of the 2014 Winter Olympics will overshadow the 150th anniversary of their deportation from the region in 1864. While the Circassian republics have thus far avoided the kind of violence seen further south, the problem is unlikely to disappear soon.

Ibrahim Yaganov: We are determined to continue the struggle - NatPress - 10 December 2009
In Kabardino-Balkaria is quiet and calmly, as if nothing had happened, such an assessment of the situation for Natpress gave the chairman of the social movement “Khase” Ibrahim Yaganov, who is on December 5 was attacked.

Vice-Primer Sergey Ivanov May be Responsible for North Caucasus - Georgian Times - 10 December 2009
Paper ‘Nezavisimaia Gazeta’ reports that President Medvedev want to appoint Vice Primer Sergey Ivanov as personal responsible for the North Caucasian affairs. Though, the decision will be agreed with Prime Minister Vladimir Putin.
Medvedev initiated to bring in position of personal responsibility for the affairs in North Caucasus a month ago during his speech to the federal meeting and listed the key problems, inefficient spending, unemployment, poverty, refugees, and corruption.
‘There must be a person responsible for situation in the region, who must have enough authority for effective coordination of the work,’ Medvedev stated.

Because of the war with Georgia in 1992-93 there was a great deal of damage to the infrastructure and tourist facilities. The borders with Russia were closed until 1999 as Russia tried to mediate the conflict, but Abkhazia had no interest in being reintegrated into Georgia. However, the war damage and years of decay due to isolation have taken a toll. There is a need for investment to rebuild tourist facilities and infrastructure.
Despite the fact that most of the accommodations are of aged Soviet vintage or very modest guest houses, they are almost completely occupied during the tourist season. Abkhazia has a bright future as a tourist destination for millions of Russians , Ukrainians and others. With widespread international recognition of Abkhazia's independence, money would flow more easily for all manner of projects including hotels, resorts, shopping and entertainment. To date, the investment capital has been almost exclusively Russian.

Information from the Ministry for Foreign Affairs of the Republic of Abkhazia - 9 December 2009
The Minister for Foreign Affairs Sergey Shamba received the co-chairman of the Geneva consultations from the United Nations Johan Verbeke. The results of today's meeting in Gal within the framework of the mechanism on incidents prevention in a zone of the Georgian-Abkhaz conflict were being discussed at the meeting.
Sergey Shamba mentioned the situation in the Gal district of Abkhazia stabilized. “The situation in the border district is controlled, despite numerous Georgia’ statements for worsening of the situation after the Russian border guards have been entered there”, the Minister said.
No serious criminal cases have been registered in the Gal district. “If they were, the Georgian party would not disregard them at the meeting”, Shamba said.
Johan Verbeke shared his impressions of the Gal meeting. The U.N. diplomat considers that “recently it is possible to speak about stability concerning Georgia and Abkhazia”.

Presidental elections are a great responsibility of the Abkhaz Society - Abkhazia Gov. 8 December 2009
A member of the Central Election Commission of Abkhazia Dmitry Shamba reminded that the present elections are already the fourth ones after Abkhazia has reestablished its independence in 1993. “These elections attract a lot of attention both from the part of our partners, and from the part of our opponents”, he said. Dmitry Shamba also mentioned that the Central Election Commission of Abkhazia highlights that these elections have been recognized by the world community as legitimate. He also added that the elections will be attended by observers from the European Parliament, the “Open Europe” Foundation was well as observers from the CIS countries’ Parliaments: Kyrgyzstan, Tajikistan, the Baltic states, etc.
Under the legislation of the Republic of Abkhazia one of the candidates must receive 50 % plus one vote to win in the first round. If it doesn’t happen, the second round of the presidential elections will be held in two weeks.

Appeal of the Abkhaz Orthodox Church - 8 December 2009 - Abkhazia Gov.
The Spiritual Council of Pitsunda and Sukhum Eparchies of the Abkhaz Orthodox Church addressed the incumbent President Sergey Bagapsh, the Parliament and the Cabinet, the presidential candidates Zaur Ardzinba, Vitaly Bganba, Beslan Butba and Raul Khadzhimba, presidential candidates’ staffs, political parties, public organizations and the people of Abkhazia to remain loyal “to conscience principles, the Orthodox Church canons and the legislation in force of our Motherland”. The Orthodox Church calls all “to exclude violation of morality canons and the God granted code of Apsuara in election speeches and activity”.
The acting head of the Pitsunda and Sukhum Eparchy of the Abkhaz Orthodox Church the dean of the Blagoveshchensky Cathedral of the city of Sukhum Priest Vissarion Apliaa, the Secretary of the Eparchy Council hieromonk Andrey (Ampar), hieromonk Vasilisk (Leiba), abbot Athanasius (Kovalchuk), hieromonk Sergey (Dzhopua), priest Dolmat Gopia, priest Igor Artemev, priest Matfei Tuzhba, priest Alexander Sergeev, priest Sergey Basov, hieromonk Ignaty (Kiut) put their signatures to the appeal.

Its leader may insist that Abkhazia is an independent republic but on the eve of elections many contend that the region has merely swapped Georgian control for Russian domination.
"Unfortunately they don't understand us in the West. Because we have good relations with Russia, they think we are a Russian puppet," said Sergei Bagapsh, the president of Abkhazia's separatist government.
"Russia doesn't have any particular need to influence or annex Abkhazia.... We are the ones who need them, to preserve ourselves, because of Georgia."

Russia CEC sending delegation to Abkhazia elections - 10 December 2009 - Itar Tass
Russia’s Central Election Commission (CEC) gives special attention to the Abkhazian presidential elections that will be held on December 12. Even membership of CEC delegation that will go to the republic testifies to this. “CEC head Vladimir Churov, his deputy Stanislav Vavilov, CEC members Yevgeny Kalyushin, Valery Kryukov and Siyabshakh Shapiyev will be working at the elections as observers,” secretary of the Russian CEC Nikolai Konkin told Itar-Tass on Wednesday.
He explained that Shapiyev will be simultaneously watching the progress of the Abkhazian presidential elections at a polling station organised in the Cherkessia republic. Besides, CEC member Vasily Volkov will perform observer functions at a polling station for the Abkhazian presidential election set up in Moscow.
A delegation of the State Duma lower house of Russia’s parliament led by the head of the house CIS affairs committee Alexei Ostrovsky and representatives of non-governmental organisations will also go to Abkhazia to monitor the elections.

But there are other reasons for the thaw over Kosovo. Russia had always argued that the recognition of secessionist Kosovo set a dangerous precedent that threatened the integrity of sovereign states with similar restive ethnic minorities. After last year’s war in Georgia, the Kremlin used exactly that precedent to justify its own recognition of the breakaway Georgian provinces of Abkhazia and South Ossetia. “The argument with the West about this now is only a formality,” said Mukhin. “Russia received a very serious preference as a result of the Kosovo precedent, and the Kremlin is pretty happy with the status quo.”
But even if Russia is only making a show of opposing Kosovo’s independence, it is a little counter intuitive - not to say hypocritical - to deny the legitimacy of Kosovo’s independence while happily embracing the precedent it set. Why not simply throw in the towel, recognize Kosovo and hope the West would be prepared to do the same to South Ossetia and Abkhazia?

В Сухуме открылся Международный пресс-центр по освещению выборов президента Абхазии. Он организован Центральной избирательной комиссией Республики Абхазия и Фондом исследования проблем демократии (Россия, Москва).
Задачами пресс-центра являются: освещение выборов и избирательной компании; предоставление площадки для проведения круглых столов и выступлений международных наблюдателей, представителей законодательной и исполнительной властей Республики Абхазия, гражданского общества; предоставление объективной информации о ситуации в Республике Абхазия международному сообществу.

Çerkeslerden demokratik deklarasyon - Ajans Kafkas - 9 Aralık 2009
Demokratik açılım sürecinde var olmak için ortaya çıkan Çerkesler, taleplerini kamuoyuyla paylaştı. Demokrasi İçin Çerkes Girişimi’nin açıkladığı talepler arasında itham edici resmi tarihin reddedilip tarihin yeniden yazılması, ana dilin korunmasına yönelik önlemler alınması ve Çerkesçe isimlerle ilgili yasakların kaldırılması öne çıktı.
İstanbul/Ajans Kafkas - Demokratik açılım sürecinde var olmak için ortaya çıkan Çerkesler, taleplerini bugün bir basın toplantısıyla kamuoyuyla paylaştı. Toprağın paylaştırılmasıyla ilgili endişeler, Balkar ve Adıge toplumunda Arsen Kanokov’un bir sonraki devlet başkanlığı atamasını gündeme getirdi. Ve o, Kremlin’de adaylığının lobisi için Çeçenya devlet başkanı Ramzan Kadirov’un hizmetlerini kullanmak zorunda kaldı. Ödül niteliğinde Kanokov Kadirov’a Zolski bölgesindeki tatil ticaretinden pay sözü verdi. Kuzey Prielbrus’un alt yapı gelişimi için en iyi yerler belirlendi bile ve bu ticarette Kadirov hisse sahibi oldu.
Kabardey halkı, toprak meselesinin çözümü olarak, tüm meraların özel bölge olarak ayrılmasını ve onun ülkenin tüm yerleşim yerleri arasında, vatandaşlarının milli aidiyetlerine ve yerleşim yerine bağlı olmaksızın paylaştırılmasını teklif etti.
Ancak Kabardey-Balkar devlet başkanı, Kuzey Prielbrus’un alt yapısının gelişimi için kendilerin büyük alanlar vereceği konusunda yatırımcılara karşı sorumluluk aldı. Arsen Kanokov bir ikilemle karşılaştı; toprağı adil şekilde paylaştırmak ve Balkarlarla yatırımcı partnerlerinin öfkesini kazanmak veya her şeyi düşünüldüğü gibi yapmak ve Adıge halk haini olmak. Belki de o, ticaret-partneri Ramzan Kadirov olmasaydı birinci seçeneği seçerdi.

Abhazya Vatan Savaşı Gazileri, Abhazya Sivil Meclis üyeleri, Abhazya Devlet Üniversitesi öğretim üyeleri, milletvekilleri ve Sosyal Programlar Merkezi ortak açıklama yaparak Adıge liderlere yönelik saldırılara son verilmesini istedi.
Mesajda “Ülkemizde saygın insanlar ve Abhazya halkına karşı büyük hizmetleri olan Abhazya’daki Kuzey Kafkasya gazetesi özel muhabiri, ‘Ahdz Apşa’ nişan sahibi Sufyan Kalebatov, Çerkes Kongresi lideri Ruslan Keşev ve Khase adlı Kabardey sivil örgütü başkanı, Abhazya Kahramanı Yağan İbrahim’e düzenlenen saldırılar Kabardey-Balkar ve Kuzey Kafkasya’da istikrarı bozmaya çalışan güçlerin hareketleri olarak görülmektedir” denildi.

Abhazya resmi haber ajansı Apsnıpress'in bildirdiğine göre, bugün başkent Sohum'da Abhazya Merkez Seçim Komisyonu ve Moskova'da bulunan Demokratik Problemleri Araştırma Vakfı tarafından Uluslararası Basın Merkezi açılacak.
Devlet Repatriant Komitesi binasında faaliyet gösterecek Uluslararası Basın Merkezi’nin açılışı saat 12.00’de gerçekleştirilecek.
Merkez, Abhazya Cumhurbaşkanlığı seçimlerinde görev yapan uluslararası gözlemcilerin seçimleri rahatça takip edip değerlendirebilmeleri için hazırlandı. Abhazya hükümeti, sivil toplum kuruluşlarının temsilcileri ve Seçim Komisyonunun seçim sürecinde yapacakları açıklamalar buradan yapılacak. Cumhurbaşkanlığı seçimlerini izlemek üzere Abhazya'ya şimdiye dek 40 yabancı basın mensubunun geldiği bildiriliyor.

CHP Genel Başkan Yardımcısı Öymen, ‘Abhazya’ya uçak seferleri düzenlenmeli’ dedi - Cumhuriyet - 7 Aralık 2009
CHP Genel Başkan Yardımcısı Onur Öymen, Çerkes kökenli yurttaşların Abhazya’ya ulaşımı için uçak seferi düzenlenmesini talep ettiklerini, ancak ekonomik olmadığı gerekçesinin sunulduğunu söyledi. Öymen, “Abhazya’ya uçak seferi yapılmamasının bedeli, Türk Hava Yolları’nın üç kuruşluk zararından daha büyüktür” diye konuştu.
Kafkas Dernekleri Federasyonu’nun (KAF-FED) 4. Olağan Genel Kurulu, TES-İŞ Sendikası Konferans Salonu’nda gerçekleştirildi. KAF-FED Genel Başkanı Cihan Candemir, açılış konuşmasında, “İçişleri Bakanı Beşir Atalay’ın ‘demokratik açılım’ sürecine taraf olan KAF-FED ile görüşme yapmadığını” söyledi. AKP Genel Başkan Yardımcısı Hüseyin Çelik, konuşmasında KAF-FED’in sahnenin etrafına astığı “Biz bu topraklar için ölürken Türkçe bilmiyorduk. Şimdi anadilimizi bilmiyoruz!” ifadesine atıfta bulunarak, anadilde konuşma ve bunu sonraki nesillere öğretiminin önünde hiç bir engel olmaması gerektiğini vurguladı.
