The basis of the deck is to swarm the field with powerful zombies via Rat and Turtle, and maintain presence through the effects of Vampire Lord and Spirit Reaper. Additionally, the 2 Kycoo and Book of Life can stop Chaos decks in their tracks and remove problematic cards. Ryu Kokki also destroys BLS which is handy. I've also gone for 2 Skill Drains as the majority of my monsters aren't hurt by it - only Reaper being punished. Overall, it hurts your opponent more than it hurts you, particularly Thousand Eyes Restrict and any flip-flop, Jar or Warrior deck. I only went for one Creature Swap in the main due to expecting to face Scapegoat. Solemn, Sakuretsu and Moon are very versatile to protect my board and stop my opponent.

Goat's ability isn't the worst, but it isn't something you would call a good ability either; it can only activate so many times, as Goat will typically be destroyed upon taking damage, and boosting Goat, of all zombies, is a waste.
Almost every attack from any plant or damaging trick will be able to take it down as it only has one health, so there should not be any difficulty defeating it. However, its ability can be troublesome, especially if there are many Goats on the field as rush decks can easily boost them. Using a plant like the Snow Pea, combined with a team-up plant for protection, against the goat will allow you to slowly chip away at it's stats without retaliation, should they somehow become overwhelming. This will shut down the goat, at the cost of potentially losing an entire lane's worth of usage due to both sides of it being occupied while you wait for the goat to die.
As Rose, avoid transforming a zombie into a Goat if there is a Cat Lady, Unlife of the Party, or Zookeeper on the field, as they will get boosted from it. If the zombie is transformed in Graveyard, the goat will also hide in a gravestone, making it harder to deal with as it will only reveal itself in the next turn.
Normal zombies, Spitting zombies and Goat zombies are the basic one, spawning from the start of outbreak. Normal zombies deal damage just by punching you, which most of the time isn't very effective, as zombies can't easily walk over obstacles. Spitting zombies, recognised by a bag with a hole on their heads, are most of the time trying to shoot the player with homing, green slime like projectiles, which deal a small amount of damage. Zombie goats, which can be any animal except elephant infected by the zombie plague, charge and chase the player, dealing a lot of damage, which makes them really dangerous.
After a few days, fireman goats/elephant zombies, as well as nude russians, will start to spawn. Fireman goats or infected elephants spit fire with thier trunk, but are not very effective, as they run slowly. Nude russian guys, running around censored and saying stuff like "I REPORT U!" are the strongest ones. This title comes from their infinite health, speed and steal ability. If they reach the player's goat, they steal his weapon, using it against him immediately, which often can lead to one shot death. The only effective way to get rid of them is by shooting them with heartbreaker weapon, as its projectile deletes the enemy. It is also possible to 'drown' them by leading them to any body of water.

I really wish that torchwood and hovergoat-3000 were easier to unlock... I have only beaten the blue guardian and still have 3 triaks then a final boss then 150 rainbow stars to unlock them both... Too much!

The story centers around the Curse of the Billy Goat that plagued Chicago Cubs baseball team since 1944 in Anitaverse. A man with his pet goat was asked to leave in the middle of watching a game, because the goat's smell caused complaints from other fans. Outraged by this demand, the man cursed the team to never win again. He regretted his words later, and even tried to break the curse himself, but the goat was dead by then and it didn't work. Neither did any other attempts.
In November 2016 the fans of the team raise enough money hire Anita to raise the man, William Sianis, as a zombie in order to give breaking the curse another shot. They choose her, as she's the only animator in the world powerful enough to raise an almost fifty years dead corpse as a zombie without needing to sacrifice a goat for the purpose.
Thanks to the lack of animal sacrifice the zombie comes up as a shambling dead, but still sound of mind. He's willing to give breaking the curse another shot, but doubts it's going to make any difference without the goat. Anita gestures another Cubs fan forward, bringing along the zombie of Murphy the goat whom Anita had raised earlier. The goat is likewise shambling, but the zombies are both thrilled to see each other.
The fans take the happy zombies with a limo to watch the game they couldn't finish watching the last time around, and break the curse in the process. Afterwards the zombies are returned to their graves, and Chicago Cubs finally have their World Series win.
I think Rite of Spirit is a card to consider for this. GK Spy is already really good, but now you get extra walling value from him and a +1 from Safe Return. I think this could be a fine secondary option for getting value out of Safe Return in zombies. Unfortunately, if your Spy get hit by Nobleman, you feel very sad about Rite becoming a brick.
The reason it's not very useful in goat format is because there aren't many ways to abuse its effect, and even less ways to repeatedly do so. It is fun in some gimmicky or casual decks, but most of the time it ends up just being a brick. I did have fun playing it in my zombie deck which also ran Revival Jam, Twin-Headed Behemoth, and Fear From the Dark.
In Plants vs. Zombies Heroes, Hover Goat-3000 is a Science Pet Zombie Event card of Beastly class. It costs 3, and the goat's strength and health are 1 and 3 respectively. Its trait is Amphibious (he can be played on water lanes). When played, another zombie gains two extra strength and health. When hurt, it bounces back to the player's hand.
