Topic:- Government Service Delivery – A Citizen Centric Approach
In this seminar, Bill will provide an insight of the necessity for, value and benefits of a citizen centric government service delivery from the perspective of the successful experiences in the UK, Hong Kong and Croatia.
By defining what citizen centricity is and why it is important, Bill will present key international experience that led to OECD countries agreeing that e-Government programmes can only be successful if they are citizen centric. He will address issues such as:
how online and offline delivery is changing and what is good practice.
the importance and significance of a multi channel approach, and what this can mean in practice
Bill will also present a radically different model of departmental and agency organisation that is achievable only by understanding the disciplines of citizen centric service delivery, and transforming and integrating government processes around the needs of the citizens. He will illustrate how this one-stop, citizen-centric service delivery approach is delivering enhanced, value-added customer service and significant measurable benefits to the governments’ efficiency worldwide.

Bill Edwards, Managing Partner, Gov3 Limited
Former Managing Director of Directgov, and Director of e-Communications in the UK Office of the e-Envoy, Bill is a global leader in customer-facing government, and was the chief architect of Directgov (www.direct.gov.uk) and the underlying business process for a new customer-focused service delivery model.
Bill has a unique combination of government, IT, marketing communications and delivery expertise, which enables him to architect the internal and external components and processes needed to implement successful pan-government/private sector delivery programs. He has proven program management expertise from the successful delivery of complex citizen facing services. Through his international work, Bill has a detailed understanding of how the leading online government services operate around the world.
Bill led the development of one stop portals for the governments in Hong Kong, Croatia and Abu Dhabi. He is currently leading the roadmap development of for the ‘Ask Just Once’ Programme in the State of South Australia.
