Mario Pfeifer's artistic practice explores representational structures and conventions in the medium of film, in locations ranging from Mumbai to California to the Western Sahara. Conceiving each project out of a specific cultural situation he researches social-political backgrounds and weaves further cross-cultural art historical, filmic and political references into a richly layered practice, ranging from film and video installations to photographs and text installations. Pfeifer often engages in collaborations through film/video productions, and publications that reconsider these projects, offering research materials and critical investigations by writers and thinkers of related fields, concerning issues suggested in his projects for a wider social-political discussion.
A Formal Film in Nine Episodes, Prologue & Epilogue (35MM, Stereo, Color) was produced on location in the Greater Mumbai region in 2010. The multiple screen high definition video installation depicts diverse locations, situations and conversations that hint to urban, social, cultural, religious and ethnographic issues. With his formal approach, Pfeifer frames realities and fictions of the contemporary and engages viewers with enigmatic pictures and sounds, questioning the ethics of cross-cultural representation.
On the occasion of the exhibition Markus Weisbeck (designer and professor for Visual Communication at Bauhaus Universität Weimar) and Ragnuath V (architect, photographer and filmmaker) will present the publication's conception and production while Mario Pfeifer and Kaushik Bhaumik will engage in a dialogue on the different notions of film, critical reader, their receptions and possible readings.

CALL FOR PROPOSALS 
PSBT-PD FILM FELLOWSHIPS 2013

PSBT invites proposals for documentary films from independent filmmakers for our project with thePublic Diplomacy Division, Ministry of External Affairs, Government of India. 

The Films are intended to project India’s soft power to overseas audiences. We urge filmmakers to be innovative and imaginative in proposing subjects to us. Filmmakers must bear in mind that these are Films intended specifically for foreign audiences who may be uninitiated into Indian traditions and practices. The starting point of these Films should be things foreigners usually want to know about India, in order to grasp and understand its richness, vitality and diversity.

We hope for at least some of these Films to be introductory films on themes and subjects most quintessentially Indian. PD seeks Films exploring the following themes, though Filmmakers are free to propose other ideas as well:

  • Meditation: An introduction to India’s civilisational heritage that offers the most sophisticated mind training techniques.
  • The Caste System in India: a brief look at the origin of the caste system, its history and the role played by people in eradicating its ills and the achievements of independent India in addressing its abuses through affirmative action.
  • Indian handicrafts.
  • Indian carpet weaving.
  • The many shades of Ramayana from India to South East Asia.
  • Mathematicians of India.
  • Exploring the work of the Self Employed Women’s Association.
  • Introducing Indian Literature to the World – Literature in Indian Languages.
  • Indian Theatre
  • Festivals of India.
  • The evolution of Indian Architecture
  • The President of India and the institution of the Rashtrapati Bhawan
  • The rich history and lives of Parsis in India.
  • Maritime Heritage of India.

The Films should deepen the understanding of and provide glimpses into contemporary India, its innovations, resilience and negotiations, while also reflecting on its heritage. They will need to meet best international standards technically, intellectually, creatively and be positive and credible without being hagiographic.

Before formal approval, all proposals and completed films will be vetted by the Public Diplomacy Division of the MEA and ensure they meet their objectives.

NOTES

We will commission approximately 05-07 films under this call for entries.

The Films will ordinarily be of 26 minutes duration, shot and post-produced on Full High Definition (1920x1080, 35 mbps). 

The average budget for this will be between Rupees 10 and 12 lakh.

Proposals submitted earlier will not be reconsidered. Filmmakers should submit fresh proposals. 

PSBT may, in consultation with the Public Diplomacy Division, at its initiative, invite filmmakers we propose, to submit specific proposals on some themes.

Filmmakers are invited to submit only ONE proposal.

Before proposing subjects to us, please have a look at the Films PD has produced in the past. (http://issuu.com/indiandiplomacy/docs/film_catalogue/3) New Films on subjects already covered, are very unlikely to be commissioned.

Proposals will be accepted only in the FORMAT PRESCRIBED by PSBT, available on this website. No hard copies will be accepted.

All fields in the Form are mandatory. Incomplete Forms will not be accepted.

Please ensure that you read all the associated documents – Idea Submission Agreement, Draft Contract, List of Deliverables, etc. before you submit your proposal.

Filmmakers will be provided a maximum of seven months to complete the Film.

If you are currently doing a Film for PSBT, you are not eligible to apply.

If your proposal, under any other Grant to us, is currently under consideration with PSBT, you are eligible to apply, if you have not heard from us yet, seeking further details on your proposal.

Shortlisted filmmakers may be required to elaborate on the submitted proposal and budget, for further consideration and meet with us. They may be asked to pitch their proposals before a panel in Delhi. The subject and budget presented in the final detailed proposal should not be at variance with the one being submitted now.

Please do not send any sample of your work. We will request it, if and when required, for further consideration of your Proposal.

PSBT is not liable for any proposals that do not reach us/ or do not reach us on time. If you do not receive a reference number on submitting your form, assume your Proposal has not reached us. If you do not receive a reference number, please contact us at prop...@psbt.org
